Clive is an experienced International Consultant, a role built on extensive senior executive and non-executive roles in government and public service, and in the commercial sector. He specialises in public services, governance and the practice and policy of performance management, building on the foundations of his work as a local authority Chief Executive, senior public sector lawyer, and public auditor.
He has led a series of reviews of public services bodies and policies, including those of the Welsh Government, the National Foundation for Educational Research, the National Youth Agency, and the Northern Ireland LGA, and projects related to the Children’s Improvement Board, Supporting People, Homelessness, Local Government Interventions, and Best Value Audit. He has played a leading role in both academic and policy research in the performance management of UK local government, and with Steve Martin produced ‘Getting Better all the Time?’, and led a major comparative research project on benchmarking public services. With Tim Allen and Steve Martin he was also the ESRC “Local Government Knowledge Navigator”.
He is a Senior Advisor to the Forum of Federations, and does extensive work on decentralisation, civil service reform and public services benchmarking in Kosova, Tunisia, Nepal, Ethiopia, Myanmar, Malaysia and elsewhere. He is an Honorary Research Fellow in public services at Cardiff Business School. He is the former Chair of UK Shared Business Services Ltd, of the Nominet Trust, of the Local Better Regulation Office, of Supporta plc, and of the Board of BT Wales. He was formerly Director-General of the Audit Commission in Wales and Deputy Auditor-General, and Chief Executive of Torfaen County Borough Council. He was also a member of the Financial Reporting Council, the steward of the UK Code of Corporate Governance, with a special brief for public sector entities.
He holds a BSocSci from Birmingham University, an MA in Government from the University of California, a D Phil from Oxford University, and a Professional Diploma in Management from the Open University. He is also a qualified lawyer. He was made an OBE in the 2013 New Years Honours list for services to business and to the community.
