Professor Tim Allen BSc, MRICS
Tim is a Principal and co-owner of UKRCS as well as managing director and owner of PRA Consultancy Services Ltd. Tim is a visiting Professor at Birbeck, London University and Visiting Fellow at Cranfield University and in both cases, teaches and advises on public policy.
Tim’s expertise includes wide experience in facilitating and working with politicians, senior and middle managers and experts in local and central government, and in developing and implementing public policy with a track record in environmental, economic, social, rural, and data and transparency policy. He is used to operating in sensitive and political circumstances and has experience in the design and implementation of organisational strategy and corporate change and performance management at executive board levelFrom 2006 to 2011 he was research director at the Local Government Association working with local politicians, chief executives and professionals, government ministers and departments, research councils, academia and think tanks to develop knowledge that is grounded in sound evidence to support policy, practice and innovation in and for local government and local public services. Previously he was senior civil servant where his work included policy reviews for Defra and the Treasury.
Earlier posts include Countryside Agency: Head of Corporate Strategy and Planning, Corporate Research and Corporate Governance as executive board member responsible for helping to create a new organisation and facilitate a first Corporate Strategy, Corporate Plan, and set up corporate performance management and governance functions, and a Corporate Research function.
Tim’s professional activities also include various roles in chairing or advising review panels for UK Research Councils, and academic roles that include chairing the advisory board for an international research centre for demography, and advising Southampton University on ensuring policy relevance in research. Tim is a Chartered Surveyor and a member of the Local Public Data Panel.
